The Quality Grade That Follows Your Developer's Name: How BCA's CONQUAS Bands Read a Track Record

At the May 2023 launch of Singapore's construction-quality banding, 20 property developers and 15 builders sat in the top tier, Band 1 — and no firm sat in the bottom tier, Band 6. That single line captures the shift the Building and Construction Authority (BCA) has been driving for a homebuyer: the quality of the hands that built your home is no longer a specialist's number buried in an assessment file. It is a public grade, and it travels with the developer's name into the next launch.

Three years on, the register has grown — and moved. BCA's Quality Housing Portal today lists 175 developers and 112 builders, of which 124 developers and 85 builders currently carry a band, across 170 banded private residential projects. This article sets out what the grade measures, how to read it — and, below, the full register of every banded developer, builder and project as the portal showed it at its 1 July 2026 update.

What CONQUAS actually is

The Construction Quality Assessment System — CONQUAS — was introduced by BCA in 1989 as a standard way to score the workmanship quality of a building project at the point of inspection. It has been a requirement for new buildings on Government Land Sales sites since 1992, and for public-sector projects with contract values above S$5 million since 1998 (BCA, via Home & Decor Singapore). Over three decades it has become the reference benchmark for how well a building was actually put together, as opposed to how it was marketed.

Crucially, CONQUAS assesses build quality — the finish, the installation, the watertightness — not the design, the location, or the price. A high band tells you the developer's projects tend to be built with few major defects. It does not tell you whether a project is good value.
