HDB wants to build BTOs with fewer hands. Don't expect your keys sooner yet.
Smart hoists go to about half of BTO sites tendered from 2027, and a new precast parts catalogue could save up to 20% of project man-hours. Both apply to future tenders.
HDB will progressively deploy Smart hoists at about half of BTO sites tendered from 2027. On those sites, one worker can supervise up to three hoists, where a conventional hoist needs its own operator. That is the core of HDB's latest productivity push, announced by Minister for National Development Chee Hong Tat at the HDB Awards Ceremony on 25 Sept 2026. HDB says it is ramping up its building programme to meet strong housing demand, and wants construction to be more productive and resilient as it does.

HDB's example: a site with six Smart hoists needs two workers instead of six, about a 200% productivity gain for hoist operations. HDB says the real gain will vary by site. The hoists have had preliminary trials at Woodlands, Yishun and Rochor. The screeding robots and the Tengah excavator are still trials, with wider rollout only after HDB assesses them.
The catalogue is the bigger lever. Up to 70% of the concrete in a typical HDB project is already precast. HDB's current catalogue covers component dimensions. The new one adds concrete grades, reinforcement and connection details, and HDB says it could save up to 20% in project man-hours across planning, design and construction. For the first time, suppliers can build up a stock of standard staircases and shelters ahead of future supply tenders. HDB says the catalogue still leaves room for consultants to design distinctive BTO projects.
What it means if you're waiting on a BTO
Nothing here shortens your wait on its own. The scheme that does come with a completion commitment is the Shortened Time for Completion Scheme, where contractors on selected BTO projects commit to finishing three months earlier than the stipulated period. That scheme already exists. Contractors propose their own methods and technology in the tender to meet that timeline. One example is the Inloader, which loads and unloads precast parts with a hydraulic jack instead of a crane.
The hoists apply to sites tendered from 2027. The catalogue applies to design tenders from Dec 2026. Both start with projects that have not been tendered yet.
Where this could help is resilience. Fewer workers per task and stockpiled standard parts may make HDB's build programme less exposed to the labour and supply squeezes that stretch completion timelines. That could mean fewer delays on future projects.
haio's take
This is sensible policy, but it should not change your BTO plans this year. Nothing HDB announced points to lower flat prices or a shorter wait. If you're applying for a BTO, plan around the waiting time and the price you can afford today, not around site equipment that only starts with 2027 tenders.
Estimate only, not financial advice. A model-generated guide from public data, not a formal valuation; actual prices and bank valuations may differ, so verify before acting. haio accepts no liability for decisions made in reliance on it.
