On 7 May 2026, Parliament passed the Statutes (Miscellaneous Amendments) Bill. Buried in it: validation of the fees HDB charges you to seek its approval for a resale, a transfer, or a subletting. Five days later, the Workers' Party asked on Facebook whether those fees had been illegally collected all this time. The Government's answer is no.
It touches the fees ordinary flat owners actually pay.
What the Bill actually validated
MND lists four buckets of fees and charges. Two of them land squarely on homeowners.
| Agency | Fees validated |
|---|---|
| BCA | Expedited inspection of buildings and processing of Temporary Occupation Permits; search and copying fees for structural building plans |
| NParks | Expedited processing of certain licences and permits; species certification |
| HDB | Administrative fees for compulsory acquisition cases; fees to seek HDB's approval to carry out transactions (e.g. resale, transfer, subletting) |
