Toa Payoh is getting a second town centre, built around Caldecott MRT
More than 6,000 new homes, mostly public housing, are planned for Toa Payoh West over the coming decade. The first project, Toa Payoh Hillside, launches in the November 2026 BTO exercise with about 1,600 flats, including about 230 public rental units. For the people who already live here, the bigger news is that Toa Payoh is getting its first shopping mall. It will sit inside a new mixed-use development next to Caldecott MRT.

What HDB is building in Toa Payoh West
HDB calls it a second "heart" for the town. It complements Toa Payoh Central rather than replacing it. Here is what's in the plan:

A mixed-use development
with homes and Toa Payoh's first shopping mall, next to Caldecott MRT (Circle and Thomson-East Coast Lines).
A 1.2-hectare wellness park with playgrounds, a jogging track and fitness stations for adults and seniors, with equipment built for seniors' strength, mobility and balance.
A 15m-wide, car-free corridor with trees, running from Caldecott MRT to Lorong 1 Toa Payoh.
A Central Green Valley, a chain of parks connecting homes to the MRT and the mall.
A school, which HDB says it is still studying.
All of this sits alongside the Toa Payoh Integrated Development near the existing town centre. That project brings sports, healthcare and community facilities by 2030.
The first BTO project is Toa Payoh Hillside: five blocks of 31 to 43 storeys, with a supermarket, shops and a food court on site.

Families get one big-flat option. Seniors get Toa Payoh's first CCAs.
Read the table again. There are no 3-room flats, no 5-room flats and no Executives. A family that needs more than a 2-room flat has one option at Toa Payoh Hillside in November: 4-room. The 590 2-room Flexi flats alone outnumber the 580 4-room units.
On that flat mix, this launch looks aimed at singles, couples who want a small flat, and seniors. The 260 Community Care Apartments are the first in Toa Payoh. From this same November exercise, the minimum age for a CCA drops from 65 to 55. That moves the decision a decade earlier for anyone planning to right-size. A 55-year-old Toa Payoh owner can now look at a flat in their own town with care services built in, an Active Ageing Centre connected to the block, and sheltered access to the MRT.
If you already own a resale flat in Toa Payoh, the mall, the park and the corridor could make the Caldecott side of town more convenient to live in. Remember that HDB is building this over a decade, and it adds more than 6,000 homes to the same patch along the way.
haio's take: a strong ballot for singles and seniors, a thin menu for families
Toa Payoh Hillside is next to an MRT station on two lines and inside a town that is getting its first mall. For a single applicant or a senior who wants a CCA, that is a strong address, and it may draw a crowded ballot. Families who need a 3-room or 5-room have nothing to apply for here. Later phases of the 6,000-plus homes could bring a different mix, so it may pay to wait. Existing owners should be patient too. The second heart is a ten-year build, and an announcement is not a finished mall.
